What You'll Do

The Management Analyst performs responsible professional and technical administrative duties in providing staff assistance to departments and major divisions of offices; conducts special studies, surveys and research assignments in a variety of administrative and operational procedures and topics; and performs related work as required.  This Police Department Management Analyst will provide support to the Chief of Police; this support may include responsibilities such as serving as the custodian of records, managing personnel files, writing agenda reports for City Council, preparing and delivering presentations to City Council, processing purchase orders, and acting as a Workday manager.  The Management Analyst position may be filled at either level based on experience.

Depending upon assignment, duties may include, but are not limited to, the following:

  • Compile and analyze data, prepare reports and make recommendations on the formulation of policy and procedure, and staffing and organization changes.
  • Conduct surveys and perform research and statistical analyses on administrative, fiscal, personnel, and operational problems.
  • Participate in the development and installation of new or revised programs, systems, procedures, and methods of operation; update and revise policies and procedures.
  • Assist in the development, coordination and monitoring of the department budget; analyze cost and revenue trends; prepare a variety of fiscal, administrative and management reports, implement fixed asset inventory program.
  • Compile materials and assist on the preparation of reports, manuals, and publications.
  • Participate in administering contracts including those relating to capital improvement projects; monitor programs for compliance with applicable regulations.
  • Assist in the design and implementation of systems and forms for use in operation.
  • Respond to complaints and requests for information.
  • Represent the City in interdepartmental, community, and professional meetings as required; make presentations as necessary.
  • Assist in the coordination of intradepartmental and departmental activities with other City departments and divisions, and outside agencies.
  • Interpret Federal, State and City regulations; coordinate their application to City operations.

This Management Analyst position receives direction from the Chief of Police or other departmental or administrative management personnel and may exercise technical and functional supervision over office and clerical personnel.

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.   A typical way to obtain the knowledge and abilities would be:

  • One year of general administrative experience, preferably in local government.
  • Equivalent to a Bachelor’s Degree from an accredited college or university with major work in public or business administration or a closely related field.

Management Analyst II: (In addition to Management Analyst I requirements)

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

  • Two years of experience performing duties comparable to those of a Management Analyst I with the City of San Mateo.

Bonus Points (highly desirable)

  • Experience working within a police department or other law enforcement agency.
  • Experience in a legislative or criminal justice environment.
  • Familiarity with state and federal laws that impact police operations and community policing initiatives.
  • Ability to transform data into actionable insights for decision-making.
  • Experience working with the Public Records Act.
  • Strong communication skills, both oral and written, to help build positive relationships with community groups, stakeholders, and other City departments.
  • Experience in identifying, writing, and managing grants, especially those related to public safety.
  • Experience in strategic planning skills to support the Chief’s long-term goals for the department.
  • Proactive and resourceful in identifying ways to improve efficiency and support departmental goals.
  • Experience leading or facilitating cross-departmental projects or initiatives.
  • Experience in presenting data and recommendations to the executives, City Council or County Supervisors, or community groups.

  • Salary:  Management Analyst I $8,068 – $9,616/month; Management Analyst II $8,859 – $10,561/month
