What You Will Do!
The primary role of the Business Intelligence Analyst is to administer the BI program, overseeing day-today operations, ensuring the effective use of business intelligence tools, and managing data validation processes to guarantee data accuracy and integrity. This role is responsible for coordinating the maintenance of existing BI systems while supporting the development and implementation of new BI tools and analytics platforms. Additionally, the BI Analyst ensures that all data used in BI systems meets established validation standards
As the Business Intelligence Analyst, you will play a key part in aligning the BI program with organizational goals, particularly in supporting data-driven decision-making and ensuring the accuracy of the data that drives these decisions. The Analyst will collaborate with IT staff, program leaders, and other stakeholders to manage system upgrades, improve security, and enhance the functionality of BI tools while minimizing disruption to existing operations.
Typical Duties Include:
Program Administration:
Administer the BI program by overseeing day-to-day operations, ensuring the effective use of business intelligence tools, and coordinating the maintenance of existing BI systems, including data validation processes.
Develop, document, and maintain procedures and processes that ensure the smooth operation of both current BI systems and data validation protocols, while facilitating the development and implementation of new BI tools and analytics platforms.
Program Monitoring:
Continuously monitor the performance and effectiveness of the BI systems and data validation processes, identifying areas for improvement in both current and newly developed systems.
Conduct data quality assurance reviews, ensuring that all data is accurate, timely, and validated for decision-making purposes.
Program Representation:
Act as the primary liaison between the BI program and other internal departments, ensuring that business intelligence and data validation needs are effectively communicated and addressed.
Represent the BI program in cross-departmental meetings, collaborating with IT, senior management, and external partners to ensure that BI and data validation initiatives align with broader organizational goals.

Minimum Qualifications (Need to Have)
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program
OR
Any combination of experience or education equivalent to five years of experience that supports education, accounting, budget and financial data.

Demonstrated knowledge of federal and state grant administration, hiring and onboarding processes, Oregon Administrative Rule processes and development, budget and agency operations.

Experience in the development, implementation and evaluation of strategic organizational goals, plans and policies. Experience analyzing complex and sensitive issues and situations, identifying alternative solutions, and forecasting consequences of proposed actions and implementing recommendations in support of strategic organizational goals, plans and policies.
Budget planning and preparation including forecasting and establishing budget projections associated with revenue streams. Strong knowledge of the principles and process of budgeting and financial management as it relates to operational management and program delivery. Understanding of state and federal funding processes

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
